Major stores selling gift cards?

Say if I had a gift card business, how would I get Major stores to sell my gift cards to people? What catches could I expect from the store selling my gift cards...will they charge me for this?

Some have a certain amount of time before it expires. I don't really like gift card. I rather just give the person the money. My own personal experience.
