Do you have to pay sales tax on gift cards?

Im from Kansas.

No because you aren't actually "buying" the giftcard. You are simply exchanging money for a piece of plastic that has the equivalent of money in that store.
Once a person uses it to purchse itsems there is still tax charged ontop of the value of their purcase though.
So in simple terms...if you buy a $20 gift card it costs you $20, not $20 + tax.
